Lagos Increases Housing Allocation by 81.7% to N101.6 Billion in 2025 Budget
The Lagos State Government has significantly increased its budget for Housing and Community Amenities in 2025, setting aside N101.6 billion—a sharp 81.69% rise from the N55.92 billion allocated in 2024.
This amount represents 3% of the state’s total budget of N3.366 trillion for the year. The data is drawn from the newly released Lagos Economic Development Update (LEDU) 2025, compiled by the Economic Intelligence Department of the Ministry of Economic Planning and Budget. While the 2025 budget was officially passed in January, detailed allocation breakdowns only recently became public through the report.
According to the LEDU, the increased allocation demonstrates the state government’s strong focus on tackling the housing shortfall and enhancing community infrastructure, especially in the face of ongoing urbanization and internal migration trends. “The budget for Housing and Community Amenities rose from 2.5% in 2024 to 3% in 2025, an increase of 81.69%,” the report stated, highlighting the urgency of responding to Lagos’s growing population and infrastructure demands.
The enhanced budget will support the delivery of affordable housing, strengthen public-private partnerships in the real estate sector, and facilitate urban renewal projects. Lagos, being Nigeria’s most populous state, continues to face mounting pressure to provide adequate housing and livable environments.
The 2025 allocation builds upon several key projects initiated in 2024, when N55.92 billion from the N2.268 trillion budget was dedicated to housing-related developments across the state.
Projects executed in 2024 included the construction of 444 housing units in Sangotedo Phase II, 420 units in Badagry, and 136 units under development in Ibeshe Phase II. Other completed initiatives include 270 two-bedroom apartments in Egan-Igando, 60 modern flats under the Rising Lagos initiative, and a 144-unit mixed-use complex in Amuwo Odofin known as the Greater Lagos LBIC/WGC Apartments.
Looking ahead, the 2025 budget will help the state government expand on these efforts, finalize existing projects, and implement infrastructure upgrades. Key public-private ventures will also continue to play a major role—most notably the Odonla-Odogunyan Housing Estate Project, which is being developed in collaboration with Access Bank Plc and will deliver 704 units across 44 blocks.
